On November 4th, Gov. Wes Moore launched the Governor’s Redistricting Advisory Commission (GRAC) to redraw Maryland’s congressional maps years ahead of schedule.
Since then, the fast-tracked process has raised serious transparency concerns. Here's what you need to know.
Abandoning Public Input
The Commission held its first meeting on Tuesday, November 11th — with little to no advance public notice.
Transparency concerns became immediately clear:

The chair announced a hearing for Nov. 14th, giving only three days’ notice.

No public outreach, press releases, or social media posts followed

The only official listing for the hearing appeared on the GRAC’s little-known website — a place most Marylanders would not know to check.

A second hearing on Nov. 18th followed the same pattern: short notice and little to no meaningful outreach.
This isn't how you inform the public — it's how you avoid them. Marylanders cannot participate in a process that they don't know is happening.
