In 2005, nine LLs submitted
a variety of interesting issues for study in the coming biennium. The Board
discussed at length the program process, League members' familiarity with program
positions, and the integration of local, state and national programs. The most
frequently recommended items for study were Election Process and Affordable
Housing, both of which have extensive policy positions already. So the Board
is recommending the adoption of a slightly different approach to those two items on the program, one
that combines study and action. The third item, Equality of Opportunity, is new and will be studied.
State committees are made up of LL representatives. Distance is not a problem
as, increasingly, work is shared through email. Anyone interested in working
on a committee should contact its chair.
Election Process Election Process Update Feb 2006

Scope
of Work: A review and update of the administration of
elections in Maryland, including compliance with
the federal Help America Vote Act of 2000.
It will include an assessment of
those practices in relation to national and LWVMD positions and a discussion
of recent proposals for reform in Maryland. It may, at the study committee’s discretion,
include consensus or concurrence to reach additional positions.
Outlook
for Work: A study committee, composed
of LL representatives, would review
current laws (including candidates’ personal financial disclosure),
regulations, standards, procedures and practices relating to the election
process in national, state and local elections, including recent changes. It would assess those procedures in relation
to national and LWVMD positions. The
committee will develop a “fact sheet” and, if needed, propose positions for
concurrence or questions for consensus.

local jurisdictions as to programs and management practices that increase the
