The League of Women Voters is a nonpartisan organization that works to promote political responsibility through active participation in public policy and government. The League has a long tradition of publishing the verbatim responses of candidates to questions important to voters. The League offers this Voters’ Guide to assist citizens in their decision making process as they prepare for participation in the presidential primary. The League does not support or oppose any political party or candidate.
The candidates’ answers in the Guide appear as submitted. Changes were made only for capitalization and punctuation to conform to style. If answers exceeded the specified 50-word limit, the additional words were cut from the end of the candidate’s statement. Some candidates may have withdrawn since the material was compiled. The League assumes no liability for errors or omissions.
Candidates for Delegates to the Democratic and Republican National Conventions are only listed in this Voters’ Guide with their presidential candidate commitment. Sources for additional information about them are included.

Maryland is a closed primary state. Voters registered as Democrats may vote only for Democratic candidates. Voters registered as Republicans may vote only for Republican candidates. Other recognized parties in Maryland have decided not to hold primary elections to choose their candidates and will use other methods. Therefore, third party (or unaffiliated) candidates will not appear on the primary ballots and are not included in this Guide. Maryland law prohibits write-in candidates in the primary election. All registered voters, including those without party affiliation, may vote for the candidates in the non-partisan Board of Education contest, except those who are under 18 years of age. Because it is a bi-partisan race, all candidates for Judge of the Circuit Court will appear on both the Democratic and Republican ballots. Unaffiliated voters may not vote for judges in the primary election.
