Council Bill 68-2007

Chairman Ball and Members of the County Council:

County Council Bill 68 establishes the right of first refusal by the County, under certain conditions, for dwelling units that are converted from rental units to condominium units and providing that converted units purchased by the County shall be part of the County's moderate income housing unit program.

The League of Women Voters of Howard County supports this legislation which makes minor technical changes to the existing provisions of the Howard County codes sections 13.1201, 13.1202. Existing Section 13.1203 is renumbered to Section 13.1204. A new section 13.1203 County's Right of Refusal allows the Department of Housing and Housing Commission to purchase or lease units on substantially the same terms offered by the owner to qualified tenants eligible for units whose income does not exceed 80% of the median income for Howard County and senior citizens or handicapped persons. Any units purchased or leased shall be part of the moderate income housing unit program.

This bill does not create new affordable housing units, but does provide the opportunity to maintain affordable units. The League supports Council Bill 68 based on the League's Housing position of support for maintaining and increasing diverse housing types as well as increasing the number and percentage of affordable units in the County.
