League of Women Voters' Legislative & Budget Priorities
for the 2008 Maryland General Assembly
Actions taken by the League of Women Voters to affect legislation is based on positions reached by the membership through research, study, discussion and consensus.
Education
1. Full funding for the Bridge to Excellence Act (Thornton) education funding plan, including implementation of Geographic Cost of Education Index.
2. Opposition to public funding for non-public schools.
3. Support for school construction funds, particularly for the Baltimore City Public School System.
4. Support for the resources necessary to insure all high school students have the opportunity to pass the High School Assessments (HAS) and graduate from high school.
5. Restore funding for Pre-K programs for low-income 4 year olds.
6. Support for educational adequacy for the Baltimore Public School System. The Circuit Court ruled in August 2004 that the BCPSS is underfunded and that an additional $30-45 million be made available by the state for BCPSS (Bradford case).
Election Reform
We support legislation which:
1. Assure that elections are accessible, secure, accurate and recountable for all eligible voters.
2 Provides accessible early voting supervised by election officials.
3. Guarantees that provisional ballots cast by eligible voters will be counted regardless of precinct where they are cast.
4. Makes unlawful the deliberate suppression, deception and intimidation of eligible voters.
5. Creates a redistricting process that promote fair and effective representation in the United States House of Representatives and the Maryland General Assembly with maximum opportunity for public scrutiny.
6. Creates a voluntary system of public funding of campaigns for viable candidates for the Maryland State Senate and House of Delegates.
Health
We support legislation that:
1. Makes a basic level of quality health care accessible to all residents at an affordable cost.
2. Protects the current level of health care funding for vulnerable Maryland residents.
3. Supports funding of Mental Health sercices at a level adequate to meet the need.
4. Supports Reproductive Choice.
Death Penalty
We support the repeal of the Death Penalty in Maryland.
Workforce and Affordable Housing
We support measures to increase affordable and workforce housing.
State Revenue
We support a revenue structure for Maryland which is equitable, reliable, adequate, and progressive over all. We strongly oppose expanding gambling and relying on "slots" to meet our revenue needs.
Land Use
We support managed Land Use and Growth Management through the principles of smart growth, which promote public transportation, protects the natural environment and provides for better water and air quality.
As always the League will be supporting:
Campaign Finance Reform/Public Funding Option for General Assembly Campaigns.
Civil Liberties.
Basic Good Government.
Open Meetings.
